Why is there inconsistent behavior with the SharePoint recycle bin? #M365AMA

In this episode, the #M365AMA panel discusses the following community question:

“I have a user who is site collection administrator. He and other user who deleted files on purpose is also site collection adminitrator and owner of the site. The other user has deleted lot of files and went to recycle bin and it says it does have access . Both of the users are owners and SIte collection admins. Domain administrator was able to see the items . After screen refresh items are no longer visible. But they are visible in second stage bin. The files are deleted today and should not have moved to second stage. If the user who is owner and site collection adminitrator go to site settings, click on recycle bin under site collection administration, sonetimes he can get to recycle bin and sometimes cant. He tried again and saw only 3 files. After 2 hours later, he got error message: denied access. For now, if he go to second stage recycle bin , he can see full documents that other user deleted. Issue is getting to the recycle bin. How can this be fixed.”
